Often, these rules and guidelines are forgotten as work is started; often people assume others will understand them (and know where to find them). Conditions include the internal policies and procedures, as well as the external laws and regulations that affect all parts of work. We need to follow conditions to keep us all out of trouble. Conditions affect inputs, process steps, and feedback.
